This report, produced in December 2003, was designed to be a preliminary discussion document for PEN members and other human rights associations to counter the increasing threat of anti-terrorist laws being used as silencing mechanisms in the wake of the ‘War on Terror’. In this photograph you can see the report in its French, Catalan and Spanish language versions.

Ce rapport, produit en décembre 2003, a été conçu à titre de document préparatoire pour les membres de PEN et d'autres associations des droits de la personne afin de contrer la menace grandissante des lois antiterroristes, utilisées pour réduire les voix dissidentes au silence dans le sillage de la «Guerre contre la terreur».
